Senator Kelly Seyarto from Murrieta has announced that Senate Bill 520 has been signed into law. The legislation clarifies a property tax exemption for homeowners who are in hospitals or live-in care facilities.
In 1988, Proposition 93 established the Homeowners’ Property Tax Exemption. However, with the introduction of Proposition 19 in 2020, certain groups were left undefined regarding their qualification for this exemption. As a result, some families felt compelled to remove elderly parents from hospice or specialized care to ensure their homes remained eligible for inheritance without reassessment.
"The homeowner who has previously qualified for the exemption should not lose that right because they are in a hospital or live-in care facility," said Senator Seyarto. "I am proud to be able to make this clarification and help California’s families keep their homes."
The Howard Jarvis Taxpayers Association sponsored SB 520. Jon Coupal, president of the association, stated: "California families shouldn’t have to even consider pulling loved ones out of much-needed care to avoid a tax increase on their family home." He added that the association was proud to sponsor SB 520 and thanked Senator Seyarto and his staff for their efforts on this legislation.
By clarifying aspects of Proposition 19, SB 520 aims to contribute to homeowners' financial stability and provide peace of mind during challenging times.
