In November 2018, California voters passed Proposition 7 with a 60% majority to establish Daylight Saving Time (DST) year-round. Despite this, Californians continue to adjust their clocks twice a year.
Proposition 7 authorized the State Legislature to introduce legislation altering DST times and dates. During the 2019-2020 session, Assembly Bill (AB) 7 was introduced to permit permanent year-round DST. Although it secured approval in the Assembly, it stalled in the Senate Energy, Utilities, and Communications Committee.
In the subsequent 2021-2022 session, AB 2868 was introduced with similar intentions but failed to pass through the State Assembly.
Should this issue be reintroduced and successfully passed by both legislative houses, it would still face one more hurdle: federal approval. Current federal law allows states to adopt year-round standard time, as seen in Arizona, but does not yet permit year-round DST.
Until these legislative changes are enacted and receive federal endorsement, Californians will continue adjusting their clocks biannually.
